Toad Check-out From Subversion

We are using Subversion for source control with Toad for Oracle. Is there a way in Toad to not allow an object to be checked out by a user if the object is already checked out by anohter user? We tried setting the svn:needs-lock property of the object in the Subversion repository to true but that didn't do it.
